Republic Act No. 10173 — Data Privacy Act of 2012

Purpose of Data Collection

The Philippine Coffee Board (PCB), in partnership with the Department of Agriculture (DA) and local Municipal Agriculture Offices (MAO), collects personal and farm-related data through this system for the following purposes:

  • To monitor and document coffee production statistics across municipalities
  • To plan and implement programs that support coffee farmers and stakeholders
  • To generate official reports submitted to national government agencies
  • To facilitate the issuance of support, subsidies, and interventions to registered farmers
  • To comply with mandates under the Philippine Coffee Industry Roadmap

Personal Information Collected

Depending on your user type, we may collect the following:

  • Full name, email address, and contact details
  • Municipality, barangay, and farm location
  • Farm size, coffee variety, and annual yield data
  • Organization or cooperative affiliation
  • Government-issued identification (for verification purposes)

Legal Basis

The collection and processing of your personal data is authorized under:

  • Republic Act No. 10173 — Data Privacy Act of 2012
  • Republic Act No. 11032 — Ease of Doing Business Act
  • Executive Orders and Department of Agriculture Administrative Orders relating to agricultural data governance

Data Sharing & Retention

Your data may be shared with authorized government agencies and offices (e.g., DA, PCBI, local government units) strictly for agricultural planning and policy purposes. Data will not be sold or shared with private third parties without your explicit consent. Records will be retained for a period consistent with applicable laws and government retention schedules.

Your Rights as a Data Subject

Under RA 10173, you have the right to:

  • Be informed — know how your data is collected and used
  • Access — request a copy of your personal data on record
  • Correct — have inaccurate data rectified
  • Erasure or blocking — request removal of your data where lawfully permitted
  • Object — withhold consent or object to processing
  • Lodge a complaint — with the National Privacy Commission (NPC)
